...and I am prepared to bring the full force and weight of our government TO THE FEDERAL LEVEL and AT THE FEDERAL LEVEL.

It seems odd to distinguish those two. Like maybe one part is directing investigations of another.

Also, watch his hands when he mentions the different players involved. He makes the 'pyramid' as he mentions them and folds it at the next pause. Symbolic throughout.
