The papal encyclical "Rerum Novarum" encouraged certain work conditions or reforms for workers (in response to some of the excesses of the Industrial Revolution):

It was an open letter, passed to all Catholic bishops, that addressed the condition of the working classes.
Of primary concern was the need for some amelioration of "The misery and wretchedness pressing so unjustly on the majority of the working class."[5] It supported the rights of labor to form unions, rejected socialism and unrestricted capitalism, whilst affirming the right to private property.
Fair wages are defined in Rerum novarum as at least a living wage, but Leo recommended paying more than that: enough to support the worker, his wife and family, with a little savings left over so that the worker can improve his condition over time.[15]

Pope Leo XIII also instituted the St. Michael prayer which was originally much lengthier and included these words:
"his wicked dragon pours out, as a most impure flood, the venom of his malice on men; his depraved mind, corrupt heart, his spirit of lying, impiety, blasphemy, his pestilential breath of impurity and of every vice and iniquity. These most crafty enemies have filled and inebriated with gall and bitterness the Church, the Spouse of the Immaculate Lamb, and have laid impious hands on her most sacred possessions. In the Holy Place itself, where has been set up the See of the most holy Peter and the Chair of Truth for the light of the world, they have raised the throne of their abominable impiety, with the iniquitous design that when the Pastor has been struck, the sheep may be scattered."
To be clear in my view, Francis is not a Catholic pope, so it would still be consistent to say popes were always Catholic in that sense
