The only insight I can offer here is that I live in the 2nd District of Tennessee and that Tim Burchett is my congressional representative. I have met with him several times over the years, at social functions and gun shows, and I know him to be a straight shooter, and not one who suffers fools gladly, and he can see bullshit when it's on the table.

I am inclined to believe Burchett on this matter, as it's something I have been following for many years myself.
