I don't think the motivations of the movie makers is questionable. If there is a legitimate question about the movie, it would be why did they finally let it out? I'm not up on the history of the movie so I don't know if it is the final realization of their struggle against censors, or if the bad guys thought letting it go at this time would serve as a pressure release.
So let me ask you something, if everything is a psyop, then, is the only reason why you posted this was to bring shade on this movie? We could all play that game. I mean people have spent the last week shooting on this movie. Over and over and over again. Our own side.
