He's been indicted in NY and in FL.
Which means he's accused of breaking several laws. If the government can prove this to a jury, then he will be convicted.
But the way the process works is like this.
The prosecutor presents evidence to the grand jury. A prosecutor can't indictment someone by himself. If the grand jury thinks there's enough probable cause to suspect the person has committed a crime, they issue a "true bill." This means the person is indicted and an arrest warrant is issued.
The person is arrested, booked and appears before a judge for his arraignment and the person can enter a plea of guilty or not guilty, etc. Trump has already plead not guilty in NYC and in FLA. I suspect he will have to appear again for these new charges.
So Trump has been arrested, but due to his status as the former POTUS, they did not handcuff him and he did not have a mug shot taken. He was fingerprinted.
