"Qui Pro Domina Justitia Sequitur" is the official motto of the United States Department of Justice (DOJ), found inscribed on the banner held by the eagle in the DOJ's seal. Translated from Latin to English, the phrase means "Who prosecutes on behalf of justice (or the Lady Justice)."
According to the letter I posted from https://www.justice.gov/about/history/doj-seal-history-and-motto, they are not entirely sure of the meaning.
It strikes me as unsettling that our DOJ has a motto that they aren't quite sure of the meaning or origin of.
