The governor does not possess the authority to do that. They are limited by the Illinois Constitution, as well as the US Constitution. Non-citizens cannot hold any office, nor any public trust positions.

He has two paid-off Justices now on the Illinois Supreme Court, they just recently reversed their stance and decided that cashless bail is constitutional.
