They didnt do their job,..

Maybe it's a really difficult job to do with 100% success.

Super hard to protect Kennedy if wanted to ride in an open top car, which he did, through large crowds.

One change that came about afterwards, was Congress gave the SS way more money to hire way more people to do things like search every building. So it went beyond the the SS.
