My state gave the Governor emergency powers. Nowhere in the Act did I find this gave him or the legislature license to change our state constitution without following the rule of having a public referendum.

It seems they tried to expand on the definition of a word in our constitution, then allowed themselves to change the constitution to accommodate the newly expanded and novel scope of said definition, as though no public health emergency ever occurred prior.
