Let's not forget that there are large swathes of locales (Northern California, eastern Oregon and Washington State) that are deep red conservative. There should be some carve-outs for these districts.

Oh I know that. I lived all up and down the west coast from San Francisco to Seattle before. The eastern side of the Cascade were red.
