It's 19.6 INCHES, not centimeters... big difference. I've been watching raging floods from various Chinese places recently and the water is clearing away small villages and people. 19.6 centimeters is equal to only 7.7 inches, which could be bad enough, but the rainfall is 19.6 inches in a 24-hour period, and that is HUGE!
from the mockingbirds-
" As much as 500 millimeters (almost 20 inches) of rain has fallen in some places since Saturday, according to the Hebei province weather agency. Some areas reported as much as 90 millimeters (3 1/2 inches) of rainfall per hour."
