Supposedly, this is how it works in corrupt countries. They still read you your rights and everything, they just dont actually get you a lawyer or stop beating you, etc. When they want you to get out of Dodge they say "dont leave" as per the law, but they give you your passport so you can.
I've never been to ukraine so i cant say. But i guess this guy's life was already hell at this point so he bolted. Maybe the people who told him that's how it works were not good friends of his, after all
