I think her body language and hand gestures are unconscious ways of saying "Respect mah authoriteh!"
Probably without even thinking about it, the 2-fingered gesture is used when someone is pontificating and trying to make a serious point... even when the "point" is meaningless or even stupid.
EDIT: In other words, she's just another Karen demanding that people listen to her.
