The FBI opened an investigation in 2018 based on allegations that someone was posing as a government official on message boards using the name QAnon.

There's another way to interpret this. The FBI did determine who Q was, but closed the investigation because they didn't find Q was committing a crime.

did a little research on this and I'm pretty sure that's what the language is saying.

I have zero doj/fbi experience though.

but the FBI does distinguish between a subject and a criminal subject.
