I think the claim this is unprecedented is false. I think it's clear the military has done three times before and the last one was nearly this big. So if something is making some big claim this is not what the military is saying it is, they need to provide some really big evidence to back it up.
Right now there's evidence this is anything, but normal.
What the Navy is saying they are doing is testing a concept called DMO or DISTRIBUTED MARITIME OPERATIONS. They have come up with concept because there's so many ways to attack ships with long range missiles these days, the have had to come up with new doctrine. This exercise is a way to test if this new doctrine works.
