Minor point of confusion

Near the top of Devolution 25 Jon writes:

These documents are top secret

However, the OP image shows text claiming the entire PEAD Portfolio is classified Secret (not Top Secret); and once signed by the president, the individual PEADs are unclassified.

So if Trump signed some kind of PEAD, how come we haven’t seen it? Shouldn’t it have been declassified and posted in the federal register?
