If you watch the overall air traffic, it appears lots of planes follow that same flight track through WV/VA into Baltimore (other than the diversion loops).

My guess is air traffic was getting a bit congested, and they wanted to maintain spacing between aircraft for security, so they did some laps while the other traffic cleared.

Just a guess though.

Good guess. The original flight does not appear for me (live flight not found) but what you have just described is called a holding pattern.
