The difference is that there a lot of tools to discover wifi networks. Discovering a different Cellular Network that is a completely dedicated private frequency band takes a bit more knowledge and tools. You can force your phone into a discovery and diagnostic mode, not sure if that would help discover this or be able to track data across that band.

100% The servers had device drivers installed to interface with the built in cellular "modems". Take a look at one of the images that Code Monkey Z distributed.
