Revelation 17:1 And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great whore that sitteth upon many waters:

The seven vials of wrath are against all of Babylon in a people WWG1WGA.

The kingdoms of earth have been enslaved to Babylon through the greed of that fall Adamic man. Fallen Adamic man follows the Dragon of Revelation.

The whole book of Revelation is about overcoming(conquering) the deception of the satanic influenced false government and church set up in mankind.

The whore is that which deceives all of mankind, Revelation 17 in the introduction to the judgment of all that is built upon deception and corruption.

There is a lot of supporting interpretation of Revelation 17 that shows this, but I'll skip to the final verse:

Revelation 17:18 And the woman which thou sawest is that great city, which reigneth over the kings of the earth.

The great city is all the earth that is ruled by Babylon. Babylon is the spiritual power that reigns over the kings of the earth, those that follow the One on the white horse war against Babylon, and prevail(conquer).

All of the wrath of God is on Babylon and those that push her doctrine and deeds.
