I dont think this is nonsense- resorts backed by big corps have contruction standards- looking at the massive infrastructure failure, one could easily assume resources were diverted (pre fire) tobbig resorts that generate massive tax revenue- water being shut off? Exposed electrical (old timey) vs underground and NOT shutting off the grid as prevention? The resorts got all the resources
