Passenger trains traverse this tunnel at around 80 to 90miles an hour and require smooth and level rails something the quick fix might not guarantee immediately. Switzerland to Milan Italy was 2 to 3 hours now 5 to 8 by rail. I believe there is more then just transport rails and the loss of underground access hurts on some level.
