Actually Jimmy Carter was President during the last total eclipse before 2017 which happened February 26, 1979. Hawaii did have a total eclipse on July 11, 1991 with George Bush Sr. as President. The next annular eclipse to occur over the United States will be the one scheduled for Saturday October 14 of this year.
