Hes been identified. That was his english translator Sun Ning, seen entering the building with him, carrying a standard briefcase. Not sure why he would be detained though.

Just looks like he was behind and not “with” him and then came running towards him. Just safety protocol imo. If they wanted to get him they could have in a much more private and less sensational setting
