I thought about this more on the drive home. The navy might have agreements with the state that allow them to do this. The navy had a huge/ presence their before they were a state and may have put something in their state constitution giving them some control. Or have agreements in place. No-one likes giving up power, and before statehood you know the navy had close to total control.

If FEMA was so stupid as to use radios or cell phones, naval intelligence would have picked it all up......
