In the US they would get a tax write off,it's almost the same as selling it. Over production of commodities like this can be a serious problem, and it would hurt the poor the most. The govt used to buy surplus milk and turn it into cheese to support the price. They ended up damn near filling an underground salt mine with cheese.

Unfortunately, government cheese sucks! They only make American cheese
