As per title. This is my boss, and thinks that we're all being played. What would you tell them?

You could tell him he's metaphorically just arrived at the front. It's trench warfare. He's free to go over the top but nobody will join him. He will be an easy target and mowed down. They're watching the trenches with all their weapons, ready to gun down anybody that sticks their head up.
There is not enough people that there's safety in numbers. And nobody's going to rush before everybody is rushing. We're not there yet, we might never be.
Now he can take a hint from those who's been at this for years. Those who haven't been gunned down, taken out or in other ways subdued. We dig. Just like sappers in WW1, we dig deep to find a way to get at them without having to go over the top and rush through no-mans land. By digging I mean dig through information, learn and share. Self-educate, teach each other.
Now we're under the target. It looks very much like there are explosives ready to go, like evidence and testimonies that will blow up and cave in the entire rotten structure - But we don't have it. We need the top dogs to bring it. We're at the precipice, either we will get a big boom that tears a giant hole in the enemies defenses and we rush in. Or it won't come and we'll have to retreat and make new plans.
At the moment we should all hold the line or dig. We do not rush. If he do, the veterans will watch him get destroyed like so many before him. We'll draw an unironic sigh - Too bad he didn't understand how the enemy plays the game. He could probably had made a difference if he made wiser choices.
