Two things. First, doesn't the book of Revelation have a segment about 1/3 of the ocean creatures will die in it? Second, it could be comms, nuclear references and water references are used as comms for information leaks and/or declass.

I've thought this was comms when I first saw it, suppose we'll see soon.
