They do it every year. Wait for a windy day then light up. Sometimes there's a financial motive to do with getting permission to build. Sometimes they just like to see flames.

Someone lit a fire on this island a couple of years ago. It destroyed acres of trees and killed farm animals. Luckily, houses are built of stone and/or reinforced concrete here.
