Yep, that is always true at all levels of access. Think of it more as levels of verified trust, not as blanket access tiers.
I was a contractor of a contractor once, and by the nature of their business I had to get some low level clearance. I never saw anything even remotely secret, as my job had nothing to do with that part of the business. And it was made very clear to me that I was to stay away from that part of it.
Anyway, point being that her explanation of all levels of clearance still being compartmentalized is accurate with my understanding and experience.
