It's not about regular news media. It only applies to media produced by the BBG, which I just learned is now called The U.S. Agency for Global Media. This are the folks who produce Radio Free Europe and other stuff for outside the US.
This law lets people REQUEST shows/articles they produce. Previously you couldn't even FOIA this.
This material was already available on the web. Here's the Radio Free Europe Website's top story today. It's stuff very few Americans actually see this stuff.
The law also explicitly prohibits "influencing" inside the US.
No funds authorized to be appropriated to the Department of State or the Broadcasting Board of Governors shall be used to influence public opinion in the United States.
I think one of the reasons they created this law was the BBG was one of the few places Somalis could get accurate news about Somalia. But the Somali immigrants in the US could not access that info.
I remember a lot of controversy over this, but I don't think it's affect folks realy since thn.
As someone who was not pay attention to all this back in 2012/2013, my own knowledge is somewhat limited.
I do believe the State Department holds great sway on what the news media reports. (Look at the recent Tucker clip saying the media disnt report Obama as gay, just to keep their access, as an example) I do not, for one second believe, no funds have been spent to influence the American public
I also look to Q post #4008 and the "U.S. Government Counterinsurgency Guide" which lists propaganda as
"a key element of persuasion and is used at the local, national
and often international levels to influence perceptions of potential supporters, opinion leaders, and opponents in the favor of the insurgents; promoting the
insurgent cause and diminishing the government’s resolve"
Can't believe they wouldn't turn this on the America. The media lies everyday and has only gotten worse the past decade

I wouldn't use Tucker as an example and if we did that has nothing to do with State Department at all.

How much Radio Free Europe/Radio Liberty content have you seen in the past decade? How much Radio Free Asia?
This just means the State Department was going to continue it's normal work funding it's normal meedia sites through the U.S. Agency for Global Media. USAGM's mission
to inform, engage, and connect people around the world in support of freedom and democracy. USAGM accomplishes this mission through two federal entities: the Voice of America (VOA) and the Office of Cuba Broadcasting (OCB); and four USAGM-funded grantees: Radio Free Europe/Radio Liberty (RFE/RL), Radio Free Asia (RFA), the Middle East Broadcasting Networks (MBN), and the Open Technology Fund (OTF).
So that means it was passed by Congress before he signed it. And this is the big military authorization bill that always passes Congress.
OK, your links says it's about the Smith-Mundt Modernization Act of 2012.
I remember this now. It's pretty much had no affect on American's life since it was passed.
This doesn't really affect the "news media." This has nothing to do with the Pentagon. The law explicity prevents that

Unless you're getting your news from those sites there's nothing that affects you. People saw the world propaganda and got all bent out of shape.
The Facebook thing has nothing whatsoever to with the USAGM.
