Mine has one on her inner back leg. It was biopsied. The vet said they could remove it if it bothers her but she ignores it. They suggested doing nothing topically but she really likes belly rubs with coconut oil so I put that on it to keep the skin from feeling dry. She licks it off. Most anything I put on her is licked off so I have no other suggestions. Your dog may really like the belly rubs. I just use about half a tsp of coconut oil. It melts as soon as it hits your hand. Sorry this isn’t that helpful.
