Bush didn't know shit about it until it happened, that is when he joined the black eye club. He was informed and initiated by that event.

He went along with the terror so he had to know about the plot.
He was a willing participant to evil, I agree, but I do not think they trusted him with the inside plot at that point. He was too stupid in their eyes to give front end data to.
He might have pulled a JFK, from their perspective, once it was too late, he could be fully briefed and join the club or suffer the consequences.
Just my opinion, but I think he was naïve up to that point.
