Given that no one in the state is enforcing it, I wonder how she's accomplishing this?
I suspect she realized it would not be enforced. The bigger picture is she is trying to set precedence where other States can claim "Health Emergency " and those States can show Arizona has done this already. To counter everyone in Arizona needs to file a complaint with the FBI and DOJ for Depravation of rights under color of law.
18 U.S.C. § 242 This provision makes it a crime for someone acting under color of law to willfully deprive a person of a right or privilege protected by the Constitution or laws of the United States.
If they fail to act they are aiding and abetting. If they shut the Governor down then file lawsuits on her and this mayor in AZ. Let the Governor and this mayor explain to their families how they lost all the money and the house.
