It appears they had more than 16 charges to begin with, so the numbers of the Count or "Article" of the charges don't line up. They are only voting on the ones they decided to move forward with after the hearings.

Votes on counts 4 were 28 Nay to 2 Yay, Count 5 vote was 17 Nay to 13 Yay, Count 7 vote was 16 Nay 14 Yay,
