I'm a former Catholic. What you say about the current state of the Church could easily be said about the Republican Party - the rank and file are totally detached from and often completely at odds with, the leadership.
I have some first and second hand experience with the inner workings of the Cleveland Diocese, especially with regards to the seminary system, albeit from three decades ago, and I'm not familiar with the current Bishop, but my thoughts about this current release is it's far too little, far too late.
That said, I welcome the change and hope they persist. Unfortunately, I feel the laity is going to have to drag the clergy back to the Church's roots if there's any hope of reform.
