Doesn't this imply that the NSA/military brought the idea for OWS to Trump as a proposal and he went along with it knowing it was better than the alternative of a multi-year lockdown, and would ultimately give him deniability as it was not his idea when the whole thing unravels? Before now I thought he represented it as his idea, but in hindsight should have known he is just the executive, not the fountain of all ideas.
