Hi, I'm not sure where you got this from, but it doesn't accurately reflect the beginning of the war.
The 60 km convoy being stalled was not caused by Russia trying to honor an agreement from March 29th.
Because the convoy stalled out at the very beginning of March

Thanks for the additional info, so it appears the traffic was there for almost a month, give me some time to recheck the timeline,
but quick opinion, it may be because they expect the spearhead to progress even faster than it was.Edit: apparently negotiations happened since february 28th first in Belarus and then Turkey, the stalled convoy appeared right after the first round of negotiation. I am pretty sure it was not a coincidence, could be Russia intentionally backing off as part of an agreement or show of goodwill, could be just a show of force.
There was no agreements in late Feb or March.
The convoy appeared because Russia's plan was a quick decapitation and takeover. They reportedly had two assassination squads looking for Zelensky. They wanted the convoy to take Kviy. It failed
The Ukrainians attacked the convoy very strategically using javelin missile.
They used a hit and run strategy to take out the lead and end vehicles and the fuel tankers.
