Doesn't the capital have to be outside of a state? Washington could never be under Maryland as long as it were the national capital. Unless maybe you do that one plan to cut down the federal district to basically just the National Mall, that might work.
I think it would be proper to send the representatives to their home states instead of living in luxury so far away. Probably the same thing with the senators. Think of the savings right there. They'd even be accessible and among those they represent.

I agree, one of my Oregon Senators lives in New York when he’s not in DC. There is so much to change.
