It's nonsense, so you know it's all comms. Scavino posted a COVFEFE meme that seems to be tied to the end of the FED, so this meme is just reinforcement and perhaps more symbolic details. I can't make it out, but V is a 22 and Vanadium is 23, so maybe yesterday was significant and apparently the debt clock did some sort of reset on the 22nd. The rest could be before (Covid) and after (Freedom?) or something like that. As for the 5G, I think Putin just did a comm by banning it and Russia is in the BRICs, so there could be a connection there. Maybe no CBDC? Who knows? All the good comms readers here seem to be on vacation or something.
