Most are assuming this is a link to 2254 based on military time. Drop #2254 has SWAMP in brackets. So what's the significance of the 15 second video?
Well if we search the drops for swamp and 15 we get a hit on Storch who seems to be a bigger player than most are aware. Just a few days ago he was appointed chief inspector of oversight for Ukraine aid:

I encourage everyone to read #2211 and consider the passing of info from department to department through inspector generals. I think Q team wants us to be aware of this and how it might pertain to Ukraine.

Last but not least, 11.11 has potential Law of War Manual ties. Section 11.11 deals with criminal law in occupied territories, and I suspect there's plenty of that going on right now in Ukraine...
