If Devolution (Military Plan) is in fact true and Trump is still Commander-in-Chief (War time President - President in exile), then IMO he could not simultaneously/effectively become Speaker of the House.

Wouldn’t effect it at all. He could remove himself at any time. The only other time in history a speaker was removed it was the speaker that removed himself to quell rebellion in congress.
