If Devolution (Military Plan) is in fact true and Trump is still Commander-in-Chief (War time President - President in exile), then IMO he could not simultaneously/effectively become Speaker of the House.

I am not even sure there is anything in the Constitution preventing someone from being speaker and president at the same time
