If Devolution (Military Plan) is in fact true and Trump is still Commander-in-Chief (War time President - President in exile), then IMO he could not simultaneously/effectively become Speaker of the House.

Sure he can. Congress is operating under an illegitimate regime under the defunct coporation of the United States. It’s all theatre.
