Maybe for optics he can't say he would be the speaker. He needs to look like this wasn't part of his plan.

"Do whatever's best for the country, I'm just busy with my campaign here, no plans on being speaker"...

Then later he gets elected speaker and says: "I didn't want to, but I am here to serve the country so I will do it for the people."
