I just want them to focus on common sense guillotine laws.

Make sure the blade is wiped down after each PBS usage of it on a globohomo...
Make sure no children are allowed to play with the guillotine unsupervised
Make sure it is always kept in good working order by using it often... in case it's needed in an emergency.
