Technically he would be in those positions but in different entities:
Speaker of the bankrupt USA Inc.
POTUS / CIC of the restored Republic
But yes optically it wouldn't work well. On the surface level, it would appear that he's "gaming the system" to normies. To us, it would be allowing their fraud to slide playing their game.

Any rules about CIC can't be SOH might be mooted if we are under a COG scenario where regular law is suspended until all issues are resolved .
