Didn't Israel say they were cutting off electricity to Gaza?

I am watching live camera view of the Gaza skyline, night-time there... and there are plenty of lights on. Looks peaceful to me.

Is this a staged attack so that Israel can make it look like the dome of the rock temple was bombed (by their own - Hamas) to further their agenda to build the third temple on that bombed out site on temple mount?
