There's a good explanation for this one in particular.
Israel is not like Hamas. It does what are called roof-tap bombings. They drop a low-yield explosive on the roof that rattles things around and makes a lot of noise but doesn't actually penetrate or kill people. This is done specifically to give innocent civilians the chance to vacate the building. They started doing this because Hamas likes to use human shields and regularly uses civilian buildings like apartment buildings, schools, mosques, even hospital emergency rooms as their military facilities. When Israel would blow them up, Hamas immediately carted out the corpses and played the victim. So, they do roof taps before they actually blow the building.
What you just watched was preceded by a warning shot. Video of it was widely circulated since this particular one happened to be in the background of an Al-Jazeera English live broadcast and the anchor was terrified when it hit.
Naturally, when you give everyone in the area a very clear warning, people have plenty of time to position the camera for the actual air strike which follows minutes later. That's what you're watching here in this video. Not nefarious. An effort to try and preserve human life while still destroying military targets of a guerrilla fighting force.
