Yes, God used Asseria to destroy the Norther nation of Israel and He used Babylon to destroy the southern kingdom of Judah. He also used the Persian King Cyrus to send the Jews back to Jerusalem. Even though all the kingdoms were evil, God uses them to accomplish His goals and fulfill His prophetic word. If you believe in Jesus, you have to believe the Bible because He did.
