Not all of them, no. Some of the slower, mid-range, long linger-time cruise missiles are propelled with small turbine-style "jet" engines, like the Williams F112. I believe the Patriot, Tomahawk and Jassm missiles were all of this concept. They may be surface launched with a rocket engine, but the actual main engine is turbine.
